Target operating model 

The Target Operating Model supports the definition and implementation of the risk governance operating model (enterprise and non-financial), aligning roles, responsibilities, and decision-making mechanisms with strategy, processes, and control mechanisms.

The intervention covers governance, workflow, level I and II responsibilities, policies and procedures, as well as integration with existing frameworks and supporting digital tools. The intelligence-based component accelerates the design and production of documentation: Blueprinting AI enables LLM-assisted design for consistent operating models; Graph Analytics enables the mapping of relationships and interdependencies between processes and frameworks; Policy Copilot supports the structured generation of policies and SOPs starting from high-level guidelines.

The goal is an implementable, "ready-to-use" TOM that simplifies management and improves readiness for regulatory expectations.
